During 2006, Tom Vest was a Visiting Scholar of Economics and
Policy at CAIDA, the Cooperative Association for Internet Data
Analysis at the University of California's San Diego Supercomputer Center.
He continues to advise CAIDA on Internet economics and policy issues.
Tom's research interests include the determinants of Internet
growth, the impact of varying institutional and regulatory environments on Internet development, and the evolutionary economics
of Internet service provision. Tom is an ABD doctoral candidate at the University of Southern California, where he focused on
international trade and monetary relations and international telecommunications policy.

- Responsible for developing models, data, research agenda, and other resources to help integrate important institutional and economic factors into the scientific study of Internet traffic, topology, and evolution.
- Research Program Manager, Packet Clearing House (2004-present)
- Designed, coordinated, and conducted various research projects related to Internet prootocols, operations, and infrastructure. Co-Principal Investigator of HSARPA funded effort to support network operations-relavant security capacity-building research.
- Senior Network Operations Manager, Asia Pacific, America Online Inc. (2000-2003)
- Tokyo-based lead for AOL's network design, deployment, and interconnection efforts in China, Japan, and Australia.
