techniques using packet dispersion effects

packet-pairs: 
send back-to-back UDP packets & observe spacing (dispersion) at receiver. data clusters around set of possible capacity values

packet-train dispersion (PTD) technique: 
send tens of back-to-back UDP packets & measure asymptotic dispersion rate (ADR) at receiver (ADR < capacity)
