workload myths: code vs law

myth:
we can handle the few bad seeds with legislation 
data
not just a few huge packets sneaking in
note similarity to gopher/web transition (patent/port# control)
(not that anyone would know via measurement... ask Internet historian)
code seems to get written faster than legislation
